Anyone who buys diamonds needs to understand that the VIP gifts are for what you spend in the game. Not only are you winning things from events, but also you get a VIP reward for spending these diamonds. I bought 362 in November but only Spent 52, so no gifts but the diamonds I have saved, will go towards next months gifts. BTW, without happy hour or just 1 HH the 700 diamonds will cost you about $50, In America. I have no knowledge of costs in other countries.
